1. To unite existing neighborhood organizations dedicated to improving their area, and to foster the formation of such organizations.
2. To promote communication and cooperation between member organizations
3. To foster a sense of community
4. To provide a forum for member organizations
5. To act as a neighborhood advocate for the benefit of our member organizations

"Aesthetic fountains and other water features are prohibited."
Whilst I understand the need to conserve any water, these fountains are usually self-contained and recirculating meaning they don't need to have a running water supply or be plumbed in.
